Lead, Cancer Data Strategy Engagement

Overview

The Cancer Systems and Innovation Division supports initiatives to improve equitable access, to better experiences and outcomes, and to advance reconciliation throughout Canada’s cancer system. The division enables system change with data, research, innovation, and modelling. Work of the division is primarily accomplished through partnerships across Canada to implement evidence-informed and co-developed solutions, encompassing everything from prevention and screening to diagnosis and clinical care through to palliative care and survivorship. The Analytics and Data Integration team, part of the Cancer Systems and Innovation (CSI) division, supports partners and cancer community to build analytics capacity to access and analyze timely data for strategic decision making. The team leads data collection efforts and provides high quality analytical services to support internal program areas and external partners.

Overview of role

The Lead, Cancer Data Strategy Engagement leads the development of strategic materials and engagement with partners (e.g., federal, provincial, territorial (FPT) governments, jurisdictional health leaders, pan Canadian health organizations) to advance priorities in the pan-Canadian Cancer Data Strategy (cancer data strategy), such as equity measurement and First Nations, Inuit and Métis data governance. The Lead, Engagement will be responsible, working with other teams, to ensure the content reflects cultural competence and addresses the needs of equity-deserving and underserved populations across Canada. Reporting to the Manager, Analytics & Data Integration, Biostatistician, the incumbent supports partners at the cancer agencies and programs across the country to advance cancer data improvement priorities, which include priorities in improving health equity and First Nation, Inuit and Métis data and data governance. As a highly organized professional with strong time management skills, this position delivers on the tasks of the job while contributing to CPAC’s overall vision to reduce the burden of cancer on all Canadians.

Core responsibilities and activities

Program specific responsibilities

  • Lead the planning and development of strategic recommendations/materials (e.g., briefing notes, presentations) for the cancer data strategy project, considering a variety of information sources, best practices, approaches, and viewpoints while bringing a diversity, equity, and inclusion lens.
  • Lead knowledge mobilization and engagement opportunities with a broad range of audiences (e.g., Canadian Association of Provincial Cancer Agencies (CAPCA), Partnership Council (PC), FPT governments, research organizations, pan-Canadian health organizations (PCHO)) to advance cancer data strategy priorities.
  • Collaborates with program teams and partners to incorporate an equity lens, as well as First Nations, Inuit, and Métis perspectives, to the implementation of the cancer data strategy.
  • Work closely with the Performance Measurement & Evaluation team to advance performance measurement and evaluation efforts of the cancer data strategy implementation (project overall as well as partner-funded initiatives), and to articulate the overall impact of the cancer data strategy in the Board and external-facing materials.
  • Support strategic alignment between the cancer data strategy and FPT priorities (e.g., pan-Canadian Health Data Strategy, pan-Canadian Interoperability Roadmap).
  • Work closely with the Strategy team to support the execution of government and partner engagement, including understanding FPT government and political structures and processes.
  • Provide strategic advice on the development of knowledge products, external and internal communications, storytelling, etc.
  • Identifies opportunities to engage equity partners to advance priorities in the cancer data strategy and maintains strong relationships with these partners.
  • Support connections and discussions among cross-functional teams/partners to advance implementation efforts and decision-making.
  • Provide strategic advice to internal programs and external partners throughout the project lifecycle. This may include reviewing expressions of interest, project proposals, readiness assessments, project evaluations, and other documents to ensure project alignment with the Partnership’s priorities, implementation best practice and other strategic integration considerations internally and across broader cancer system.
  • Develop and implements strategic frameworks to guide decision-making.
  • Participate in training on Diversity, Inclusive and Equity and reconciliation and contribute to an organization culture that embeds these values.

General accountabilities

  • Builds and sustains relationships with senior management (internal and external) to bridge programs and work throughout the organization.
  • Prepares and presents content and/or represents the cancer data strategy project team at meetings, both internal and external, and/or other forums as directed.
  • Assists the Manager with other duties and ad hoc projects as required.

Qualifications

  • University undergraduate degree in Health Administration, Health or Public Policy, Public Health, Business Administration, Health Technology or other relevant discipline, or an acceptable combination of education and experience. Graduate degree is an asset.
  • Minimum 5 years’ experience, preferably in the non-profit or healthcare sector. Additional experience
    with organizational strategy development, implementation science or business planning is an asset.
  • Experience engaging with a diverse group of stakeholders to achieve or create change.
  • Proficient in developing material (e.g. presentations) with creativity, using clear and concise language to
    tell a story to varied audiences
  • Proficient in Microsoft 365 (Outlook, Word, Project, Excel, PowerPoint, SharePoint, Teams).
  • Proficiency in MS Project is an asset.
  • Proficiency in Project Management, e.g. PMP designation is an asset.
  • Proficiency in collaborative project management and dashboard tools preferred.
  • Education or experience with First Nations, Inuit and Métis is an asset.
  • Bilingual in both English and French is an asset.

Level 6 salary range: $80,624 - $109,080 per year; Compensation offered will be based on an assessment of the candidate’s knowledge, skills, competencies, and experience, while ensuring internal equity.
