Division overview

The Cancer Systems and Innovation Division supports initiatives to improve equitable access, to better experiences and outcomes, and to advance reconciliation throughout Canada’s cancer system. The division enables system change with data, research, innovation, and modelling. Work of the division is primarily accomplished through partnerships across Canada to implement evidence-informed and co-developed solutions, encompassing everything from prevention and screening to diagnosis and clinical care through to palliative care and survivorship.

Overview of role

One (1) Expert Advisor will be recruited and engaged to contribute leadership, strategic advice and experience to the development and implementation of knowledge products, partnerships and networks lead by the Prevention team at the Partnership in order to advance the goal of decreasing the risk of people getting cancer, as part of the Strategy. Portfolios will be focused on the Elimination of Cervical Cancer in Canada, smoking cessation efforts in cancer care, and modifiable risk factor policies. The Expert Advisor will report to the Director, Prevention, Performance Measurement & Evaluation. Drawing on their expertise in cancer prevention, public health and primary care, the incumbent will ensure that health equity and commitment to reconciliation are prioritized in the development or implementation of prevention-led efforts including the development of products, collaboration with partners and knowledge exchange activities.

Core responsibilities and activities

General accountabilities

  • Drawing on public health and primary care expertise and experience to assess and provide feedback on projects and/or products in development to support prevention efforts identified by cancer programs, jurisdictional partners, and the Partnership.
  • Identifying opportunities to embed considerations and prioritization of efforts to advance health equity, commitment to reconciliation and ultimately advancing efforts to close equity gaps in cancer prevention initiatives.
  • Supporting the Partnership in the development of tools and supports to inform project development with partners.
  • Providing expert guidance to Partnership team and/or select partners to support implementation efforts. Guidance to partners is expected to be limited to partners with identified capacity constraints partner and is expected to be limited to providing feedback electronically.
  • Reviewing draft products and providing recommendations to the Partnership.

Experience and qualifications

  • Credible leader with expertise in and across one or more of the priority areas of cancer prevention, public health, community health, primary care. This includes direct experience and expertise working with equity-denied populations.
  • A PhD and/or MD with speciality in public health and/or primary care together with relevant experience and leadership in health system roles.
  • Demonstrated leadership capabilities and achievements including excellent interpersonal skills and strong group facilitation skills to foster dialogue, sharing, and problem-solving amongst multidisciplinary stakeholders, public health programs and partners.
  • Demonstrated experience or expertise working in or with people who live in rural or remote communities or working with people who live in rural or remote regions.
  • Demonstrated experience or expertise in health equity and/or improving equitable access to health and/or cancer services for those who historically experienced health disparities in Canada, including First Nations, Inuit and Métis.
  • Bilingual in both English and French is an asset.

Term of the contract

  • The successful candidate will be hired on a contract basis for a 24-month term from April 2024 – March 2026.
  • The incumbent will be able to commit on average 6 hours per month, with an understanding that workload will vary depending on the phase of the work. The incumbent must be able to attend meetings with the Partnership and partners during business hours at a time mutually agreed upon.
